Concord destruction messages don't show for disconnected players

With how common it is for people to crash mid fights, the satisfaction of that gloriously sassy message is oft ripped from the winning party. The messages should probably still display regardless of if a user is online or not.

Steps to reproduce:

1. Fight someone
2. Somehow manage to crash their game
3. When you slaughter their lifeless ship, take notice of the lack of concord messages.
