Decouple Admin Tweaks from Gamemode

Currently, our client startup sequence makes calls to Assmod's MOTD. Also there may or may not be other things still hidden around the place (probably not, but I'm feeling lazy). Need to either make our own MOTD panel or make some sort of dynamic call to deal with servers that do not have assmod installed.

This scope includes all the random crap we have in here, like the Chatbox, autocorrect, quiz, etc, and not just Assmod.
